Who Can Become a Citizen
Cardinals residing in Vatican City or Rome receive citizenship automatically. Granted ex iure (by law) without application. Lost if Cardinal becomes domiciled outside Vatican/Rome. Forms the highest tier of Vatican citizenship.
Vatican diplomats receive citizenship automatically regardless of where stationed. Granted ex iure. Hold Holy See diplomatic passports. Citizenship continues while serving in diplomatic role, lost upon cessation of service.
Persons residing in Vatican due to office or service, including Pontifical Swiss Guard (approximately 135 members). Granted ex iure while employed. Must apply for citizenship even when holding qualifying position. Automatically lose citizenship when employment ends.
Spouses and minor children of Vatican citizens can apply for citizenship if authorized to reside within Vatican territory. Granted by administrative decision, not automatic. Lost when primary citizen's employment ends. Children automatically lose citizenship at age 18.
